NOTICE OF SPECIAL MEETING

OF THE

OXFORD ACADEMY AND CENTRAL SCHOOL DISTRICT

            PLEASE TAKE NOTICE that a Special District Meeting of the Oxford Academy and Central School District (the “District”) will be held at the polling place designated below on Tuesday, December 11, 2018 or, in the event that schools within the District are closed on December 11, 2018 due to inclement weather or other unforeseen circumstances, on the immediately succeeding day in which schools within the District are in session thereafter, at which time the polls will be open from 12:00 p.m. until 8:00 p.m., local time, for the purpose of voting by paper ballot on the following proposition:

Proposition One

Acquisition/Construction/Reconstruction/Improvement/Rehabilitation/Repair

of Certain District Facilities

Shall the Board of Education of the Oxford Academy and Central School District (the “District”) be authorized to acquire, construct, reconstruct, improve, rehabilitate and repair the Oxford Academy and Central School District Primary School, Middle School, High School and Bus Garage, including the construction of a new bus maintenance garage, the renovation and reconstruction of building exteriors and interiors, replacement of roofs, improvement of the fire and security system, refurbishment of mechanical, electrical and plumbing systems, grading or improvement of the sites, and the acquisition of original furnishings, equipment, machinery and apparatus required for the purposes for which such buildings and improvements are to be used, at a combined maximum estimated cost of $10,600,000 and to raise the sum of $10,600,000 by the levy of a tax upon the taxable property of the District, to be collected in annual installments as provided in Section 416 of the Education Law, which tax may be offset by New York State aid available therefore; and, in anticipation of such tax, shall the District be authorized to issue obligations of the  District up to a maximum principal amount of $10,600,000?

            NOTICE is also given that a public hearing to discuss the proposed projects shall be held at 6:00 p.m. on Monday, December 3, 2018 at the Oxford Academy and Oxford Academy and Central School District, Middle School Conference Room, 12 Fort Hill Park, Oxford, NY 13830.

            NOTICE is also given that information concerning the postponement of either the Special District Meeting due to inclement weather or other unforeseen circumstances will be available on the District’s website at http://www.oxac.org or, alternatively, on local network television channels and radio stations providing service in the District.

            Polling Place: The location where the vote will take place is as follows:

Oxford Academy and Central School District

High School Media Center

50 S. Washington Avenue, Oxford, NY 13830

Directions to this polling place may be obtained from the office of the School District Clerk during normal business hours.

Qualified voters may vote at the aforesaid polling place. Directions to this polling place may be obtained from the Office of the District Clerk during regular office hours. 

               NOTICE is also given that qualified voters of the District may obtain applications for an absentee ballot from the Office of the District Clerk.  A completed absentee ballot “application” must be received by the District Clerk at least seven (7) days before the December 11, 2018 vote (i.e., by December 4, 2018) if the absentee ballot is to be mailed to the voter, or the day before the December 11, 2018 vote (i.e., December 10, 2018) if the absentee ballot is to be delivered personally to the voter.  No absentee voter’s “ballot” will be canvassed, unless it is received in the Office of the District Clerk by 5:00 p.m. on December 11, 2018, the day of the vote. In accordance with Education Law §2018-a(6), a listing of all persons to whom an absentee ballot is issued will be available for public inspection in the Office of the District Clerk during regular office hours until the day of the vote.  

            PLEASE TAKE FURTHER NOTICE that the Board of Education of the District has previously complied with the requirements of the State Environmental Quality Review Act (the “SEQRA Act”), Article 8 of the Environmental Conservation Law, as amended and the Regulations of the Department of Environmental Conservation thereunder (the “Regulations”).  No further action under the SEQRA Act and the Regulations is required.
